Can't control cooling fan speed (Marlin 1.1.8)

Hi all,
I'm not able to control the speed of the extruder cooling fan. I am using firmware Marlin 1.1.8.
The fan is allways running at full speed, even when the extruders are cold.
Trying with RepetierHost fails, although direct use of gcode M106 does not work.
The fan is connected to the correct socket (Extruder Fan 1) with a two wire cable - like delivered. I although tried Extruder Fan2 without success.
What can I do?

Another question: is it possible to contol the speed of the controlboard fan?

You can't control the speed on that port.

There is only one port that has PWM, and that's supposed to be used for a parts cooler fan.
