Strange printing of the filament

Hello. i have a weird problem. If i print something with the new bought filament it looks more like a net than a finished object. i have some informations about both the old and the new filament:
both are PLA and both had the diameter of 1.75 mm. Both had the same color (white as you see in the photo). In the photo you see an difference!
the bottom one is printed with the new one and the top one with the old one (the old one was delivered with the printer in one pack and the new one i bought seperately)
Both are from Geeetech and have no differences (i'm not shure if this could be right because they're printed in different quality).

I hope someone knows about the problem i have.

Hi,you can check if your nozzle is blocked.
Whether it is filled in a hundred percent flow rate.
