Z banding and the oscillation problem

I can not get on the Z banding and the oscillation problem, I checked, and here everything is in order.
What can be done to eliminate it?

how do I make the right measurement of the piece?
I tried to print it but it's too big, I use simplify3D

Maybe you can try printing the first layer to check the size?
